Creation of an effective system for linguistic and sociocultural integration for foreigners

Problem

As the Lithuanian economy improves, and due to various geopolitical factors, Lithuania has become a destination country for migrants over the past few years. During 2014–2024 period, immigration more than doubled: from 24,294 to 51,723 people per year.

We are already facing integration challenges. This task will become even more important in the future: global migration will grow due to climate change, and Lithuania, with its shrinking local workforce, will have to attract foreign workers. The integration of these arrivals into society is outlined in the “Lithuania 2050” vision.

The foundation of sustainable integration is linguistic and sociocultural integration. In 2026, an amendment and supplement to the State Language Law  will enter into force, mandating compulsory language proficiency for service personnel. Currently, there is also a discussion about tightening language proficiency requirements for migrants seeking to extend their residence permit in Lithuania.

Although the Lithuanian language proficiency requirements for foreigners are becoming stricter, there is a lack of clarity in legal regulation, consistent provision of state language training and examination, and clear information about services available. Furthermore, most courses cover only language instruction—little attention is paid to cultural education, which would teach immigrants about Lithuanian history, traditions, or practical aspects of life in Lithuania.

Goal

The goal of the project is to prepare strategic guidelines for a systemic linguistic and sociocultural integration for foreigners and returning Lithuanians.
