Preparing Lithuania’s defense and security industry development roadmap

Problem

With a long, draining war of attrition unfolding in Europe, Lithuania’s defence and security industry is emerging as one of the most relevant and fastest-growing sectors in the country. Nevertheless, defence innovation policy remains fragmented and relies on isolated initiatives, with no assurance of continuity or sustained efforts to strengthen the ecosystem.

One recent Create Lithuania project – „Strengthening the Lithuanian defence ecosystem” – reveals a core weakness: the absence of a long-term national roadmap for the ecosystem’s development. The need for a more comprehensive approach is also set out in Lithuania’s National Security Strategy, with a priority to meet the needs of the Lithuanian Armed Forces and reinforce Lithuania’s standing as an exporter of high-tech goods.

Defence is an especially research- and development-intensive field that demands close cooperation between state institutions, Lithuanian Armed Forces, industry representatives, and the scientific community. Yet a 2025 Create Lithuania survey suggests ecosystem participants lack strategic direction, clearly defined institutional responsibilities, and a long-term state vision.

A long-term roadmap for the defence and security industry would drive systematic public investment in new technologies, attract talent, and foster an innovation culture. Clear long-term objectives would align the actions of public institutions, the private sector, and universities. Well-defined priority technology and innovation domains would ease integration into European defence supply chains and sharpen Lithuania’s competitiveness. National institutions would be better placed to build a modern, innovative, and competitive defence industry that delivers both security and economic value.

Goal

The goal of the project is to produce a strategic roadmap for the Lithuanian defence and security industry, outlining long-term objectives, priority areas for technological breakthroughs and innovation, and present a comprehensive set of recommendations.
