Future-proof model for the strategic management of foreigners’ integration in Lithuania

Problem

Lithuania’s State Progress Strategy ‘Lithuania 2050’ identifies the need to develop a sustainable and balanced migration and integration policy in the context of growing demographic imbalances and global challenges such as ongoing conflicts and climate change. The Implementation Plan for Government Programme indicates that more than half of all ministries alongside other state institutions are involved in different actions related to migration and integration of foreigners in Lithuania. The large number of stakeholders and social partners involved indicates that these issues are horizontal in nature, i.e. they cover a wide range of different areas and aspects (asylum system, labour and return migration, integration etc.).

However, in the current institutional context, there is a lack of common vision and consensus on the implementation of migration and integration policies; and a sustainable inter-institutional coordination mechanism. As a result, migration and integration policies are implemented in a reactive (responding to emerging challenges) rather than a proactive manner, i.e. based on foresight insights and scenarios for the future.

All of this hinders the development of a long-term and balanced foreigners’ integration system, which, in the context of local and global challenges, is a crucial guarantee of a strong, inclusive and secure state.

Goal

To coordinate between institutions and develop action-focused proposals for the Lithuanian Migration Policy Guidelines, based on data, foreign examples, data and foresight.
